This error relates to the Insurable Earnings linked to Pay Period 1 being zero or in a negative. This is due to Services Canada requiring an amount between 1.00 to 9,999,999.99 for the Insurable Earnings.
Navigate > Interface Portal > Government Hub > Submitted Events > View Status > Messages
Step 1: Review the Insurable Earnings and Hours on the ROE
Navigate > Interface Portal > Government Hub > Create Event > Service Canada - ROE > Locate and select the employee record, then review how the insurable earnings and hours are reflected on the submission.
Step 2: Review and Adjust the Record of Employment Adjustments
Navigate to the Record of Employment Adjustments screen to see which earnings and hours are linked to the relevant pay period:
Navigate > Employee Record > Payroll Processing > Record of Employment Adjustments
If an adjustment has caused earnings for a pay period to appear as a negative value (for example, because a reversal was applied), you will need to correct this. Insurable earnings must fall within the accepted range of $1.00 to $9,999,999.99. To resolve this, either:
- Adjust the entry to a value within the accepted range, or
- Delete the adjustment entirely

After making any changes, re-save the ROE record to ensure the submission reflects the latest updates.
Navigate > Employee Record > Payroll Processing > Record of Employment
Step 3: Verify the ROE Submission
Once corrections have been made, navigate back to the ROE submission to confirm that the insurable earnings for Pay Period 1 now display a value within the accepted range of $1.00 to $9,999,999.99:
Navigate > Interface Portal > Government Hub > Create Event > Service Canada - ROE > Locate and select the employee record to review the updated submission.
