Can a frequency be configured so that the first run is prior to the open period in which it was created?

Yes. The system does allow a frequency's start date to be before the open period in which it was created. However, it is important to note, that the first run must fall within the current tax year. For example, if the current tax year runs from 1 March 2023 - 28 February 2024 and the frequency is created in January 2024, the system will create runs from the date specified in the "Start date" field.
Navigate > Configuration > Payroll > Payroll Config > Pay Frequencies > First pay period
Once the frequency has been configured, the company may require further backdated and/or future runs to be created. Due to the sensitive nature of the Pay Frequencies screen, the system does not permit the creation of additional runs.
Note! Specify whether the Take On run must be deleted or moved accordingly.
