South Africa | Employment Equity Regulations Published
The Department of Employment and Labour has published final Employment Equity Regulations in the Government Gazette on 15 April 2025, marking a significant shift in workplace transformation.
The new regulations introduce mandatory sectoral numerical targets for designated employers, replacing self-regulation with enforceable accountability. Employers must align their Employment Equity Plans to a standard five-year cycle (September 2025 – August 2030) and demonstrate measurable progress toward transformation goals.
In addition, updated administrative regulations have been gazetted, repealing the 2014 provisions, updated reporting requirements, and guidance on compliance certificates under section 53 of the EEA.
