Yes. Attachments for leave applications can be made mandatory after a specified amount of days, by enabling the "are attachment mandatory for leave applications?" check box and then entering a value in the "after how may days?" field below it.
Navigate > Configuration > Human Resources > Leave Administration > Leave Scheme Parameters > advanced options
