The universal health coverage was made official by Law
No. 2021-022 of October 2021, establishing universal health insurance in the
Togolese Republic. The universal health coverage aims to achieve equal access to essential or primary health care for all. The Government aims to complete the rollout for the universal
health system “l'Assurance Maladie Universelle” (AMU) by 2025.
To
accelerate the implementation process, the council of Ministers, under the chairmanship of the President of the Republic on 11 October 2023, examined and
adopted seven (07) decrees. The first decree entrusts the management of the universal health insurance to the National Health Insurance Institute (INAM) and the National Social Security Fund (CNSS). The universal health insurance integrated as a branch of the social security system currently managed by the CNSS.
The CNSS
will manage the universal health insurance for employees and pension holders in
the private sector, self-employed workers in the informal and agricultural
sector as well as ministers of religion. The INAM retains current management for universal health insurance for civil servants and holders of civil and military pensions.
Decree No 2023-096/PR sets out the rates and terms of the contributions.
Monthly contribution rate:
The
contribution rate is set at 10% of the monthly remuneration subject to the contribution, of which least 50% is
payable by the employer and the remainder payable by the employee.
Monthly contribution base:The contribution base for salaried workers is the
basic salary and all taxable bonuses and allowances, excluding reimbursements
of expenses and family benefits. The amount of remuneration used
as the basis for calculating the contributions cannot be lower than the
Guaranteed Interprofessional Minimum Wage (SMIG)
which is currently fixed at 52.500 CFA per month.
