Why does a company level user not have access to Reports?

If the Company Level User is attached to a Security Role, check the Permissions on the Security Role > Reports

It may be that the security role to which the company-level user(s) is/are attached does not have permissions to access the Reports menu.

      Navigate > Configuration > Security > Security > Security Roles

      

      

      

 Alternatively, the company level user is attached to the correct security role but does not have access to the company or frequency for which the reports must be generated on their user profile.

      Navigate > Configuration > Security > Security > User Profiles
