Why can employees submit leave applications without attachments when they were made mandatory for the leave type applied?

Leave scheme parameters can be configured so that attachments are mandatory when employees submit an application accordingly.

      Navigate > Configuration > Human Resources > Leave Administration > Leave Scheme Parameters > advanced options

      

The system has been designed so that the attachment will be mandatory when the leave application is approved and not when the leave application is submitted. The approver will have to reject the application and request the employee to resubmit accordingly.
