If certain Leave Type balances are reflected as 0.00 on the employees' Leave Balances screen, it may be that the affected Leave Type balance has been configured to not exceed 0.00.
Navigate > Employee > Leave > Balances
To correct the balances, clear the setting and create leave adjustments for the affected employees.
Navigate > Configuration > Human Resources > Leave Administration > Leave Scheme Parameters > advanced options
