Tanzania | Budget Speech 2026/2027

Tanzania's Minister for Finance presented the Budget Speech 2026/27 to the National Assembly on 11 June 2026, setting out proposed amendments to the Income Tax Act, Excise Duty Act and Local Government Finance Act, with most measures expected to apply from 1 July 2026.

No changes to statutory payroll calculations for the 2026/2027 tax year
  1. Statutory payroll tax parameters, including PAYE rates, SDL, NSSF, PSSSF, ZSSF and WCF contribution rates, bases and reporting rules, remain unchanged.
  2. Any PAYE or other tax measures announced in the Budget Speech should be treated as proposals until enacted through the Finance Act 2026, tax amendments, social security amendments or official guidance.
What is changing (not affecting payroll)
Mandatory bank accounts and digital payment evidence
  1. From 1 July 2026, proof of digital payment is proposed to be required as a mandatory reference for certain administrative processes.
  2. Business operators in sectors such as minerals, livestock, agriculture, timber and fisheries are proposed to be required to open and maintain a bank account as a prerequisite for the issuance and renewal of commercial licences.
  3. These measures support formalisation and digital audit trails.
