Is it necessary to have a Manager Self Service (MSS) Role setup?

Yes.

A MSS Security Role is essential for employee level users who have been assigned as the Directly Reports To Person for employee/s. 

Manager Self Service (MSS) permits the manager access to selected information of employee/s reporting to them.

The MSS Role allows the Directly Reports To Person access to approve employee requests, Leave, Claims. The access on the MSS security role will vary dependant on the access allowed.
