Ghana | 2026 Budget Statement - No Announced Changes to Payroll

On Thursday, 13 November 2025, the Minister for Finance, Dr Cassiel Ato Forson, presented the 2026 Budget Statement and Economic Policy of the Government to Parliament.

Following a review of the statement, we can confirm that no payroll-related changes have been proposed for the 2026 financial year.

The following points are highlighted for attention:

  • Income Tax Review: While the Government intends to commence a comprehensive review of the Income Tax Act, 2015 (Act 896) in 2026, any resulting legislative changes are scheduled for submission to Parliament as part of the 2027 Budget.
  • Minimum Wage and Base Pay: Agreements regarding the National Minimum Wage and Base Pay for 2026 were concluded with Organised Labour and Employers’ Associations prior to the Budget presentation.
