Gabon | CNSS Reform Decrees Announced

The Gabonese government has announced two key decrees that will introduce important changes to the CNSS (Caisse Nationale de Sécurité Sociale) social security framework. These reforms aim to modernise the system and ensure its long-term sustainability. 

What has been announced?

Two decrees have been adopted by the Council of Ministers on 4 December 2025:

  1. Reform of disability and survivors’ pensions
    This decree introduces new rules for allocating and calculating disability and survivors’ pensions, including an adjustment to contribution rates.
  2. Revision of contribution rates and salary bases
    This decree sets new contribution rates, as well as updated bases and ceilings for salaries subject to CNSS contributions.

What does this mean for employers and payroll?

At this stage, only the high-level reforms have been announced.
The detailed parameters, including exact rates, thresholds, and the official effective date, will only become available once the decrees are published in the Journal Officiel.
